Which of the following most accurately describes the problem?

The Aberdare an authority that has a passenger-carrying service embracing both motorbuses \ and trackless trams, in addition to electric-rail tramways, is making additions to its fleet of vehicles, partly in replacement of old vehicles, of each type. A new Tilling-Stevens bus has been decided upon and in addition a committee and the manager (Mr. W. T. Hilder) have been given plenary power to buy other buses after inspecting them at the Bristol and Leyland companies' works. Trackless trolley-buses are also to be acquired and an offer having been received from the Keighley (Yorks) council to sell to the Aberdare authority certain examples of this class of vehicle, a report has been called for from the manager as to the advisability of accepting the offer or treating direct with manufacturing firms.
