Which of the following most accurately describes the problem?

• Construction of the Cardiff Eurofreight Terminal is finally going ahead, thanks to a grant from the European Regional Development Fund.

Construction of the £15m project is due to start early next year for completion in autumn 1999. It will link the West and the South-West with the Channel Tunnel and is expected to take 40,000 truck journeys off the road within 10 years.

The 22-acre site is being developed and financed by a consortium of the Welsh Office, WDA, Cardiff County Council and Freightliner. It will be next to the main South Wales/Paddington line at Wentloog in southeast Cardiff.

Freightliner is to run the new site after vacating its current container terminal at Pengam, Cardiff, which handled 43,000 container loads lost year and has had an 8% upturn in business since April this year.
