Which of the following most accurately describes the problem?

/ The Road Haulage Association is calling for the permitted gross weight of five-axled drawbar rigs in the UK to be increased to 38 tonnes from 1 January next year.

It has asked the Department of Transport to drop plans for the maximum drawbar weight to be increased to 35 tonnes in January irrespective of whether it has four, five or six axles. The RHA points out that operators in other EC states will be able to run five-wded drawbars at 40 tonnes, bringing drawbars in line with artics.

Its proposed weight increase would make drawbars particularly well suited to road/rail transport, a sector which the Government is known to be keen to encourage.

"Although physically two containers can be carried on one road train, their overall weight often precludes this happening," the RHA points out.
