Which of the following most accurately describes the problem?

• Vehicles carrying dangerous goods through Tyne and Wear are to be directed along nominated "safety routes".

Recommendations to Tyne and Wear Fire and Civil Defence Authority last week from the chief fire officer were approved and a committee has been set up to identify the most appropriate roads. The Authority represents the city councils of Sunderland and Newcastle and the Metropolitan Borough Councils of North Tyneside, South Tyneside, and Gateshead.

The idea was first mooted in 1986 but it has been given fresh impetus now that Al trunk road extensions allow goods traffic to bypass large populated areas in the region.

A serious accident involving a Linkman petrol tanker Iasi. August has given the move added political credibility. But ironically petrol tankers would not have to stick to agreed routes because they need access to filling stations in city centres.
