Which of the following most accurately describes the problem?

• Eurotunnel plans to subcontract a local haulier to handle the unaccompanied trailers which will be carried through the Chunnel when it opens in midDecember 1993.

It says it will be too busy managing the other traffic to deal with unaccompanied trailers, which will amount to around 7.5% of its 9m tonnes of freight traffic in the first full year of operation.
