IN HIS PRESIDENTIAL address, given to the Institution of Highv and Transportation at Cambridge last month, Michael Hardy col surveyor of Hertfordshire, said that road users were becomini creasingly angered over traffic delays as a result of strucil maintain ance.
"The prospects of the primary routes running near to capacity in the 1990s warrants careful thought from those people involved in maintenance and traffic movement" he said.
He pointed out three main areas of concern that needed to be tackled: revised legislation so that those who dig trenches across highways really pay for the consequences; the high incidence of maintenance on relatively new concrete carriageways; the ever-rising costs of maintenance and energy costs of signing and lighting.
However, Mr Hardy believes that by better application of technology and increased productivity, substantial savings can be made on the £900m spent each year on highway maintenance.
Mr Hardy wholeheartedly supported the need for a primary route network, and he believes by establishing such a network it would allow a more positive approach to signing, mapping and providing information for the vehicle operator and clrivE He said that the IHT had started to examine the feasib of national maps, specificalh, commercial vehicle users. the most difficult problem the provision of primary rol he said was in the urban al where the right blend of pi_ transport provision, new r construction and traffic mani ment must be the right ans BRITISH ROAD SERVICES re-organised into four operating regions.
