Which of the following most accurately describes the problem?

IRISH CUSTOMS officials who seized two articulated lorries from Northern Ireland (CM October 1) have been reprimanded for their over-zealous behaviour.

The cabotage row was discussed at the annual AngloIrish bilateral agreement talks in Dublin last week between the British and Irish Departments of Transport. They decided that a trailer left in Southern Ireland overnight, while the driver and tractive unit spent the night in Northern Ireland, and then crossed the border again in the morning to pick it up and carry on its journey into Southern Ireland, was legitimate.

Dave Green of the Freight Transport Association's International Department told CM that this decision would allow Northern Irish companies to get their trailers through customs overnight, leaving the whole of the next day to drive down to their destinations in Southern Ireland.
