Which of the following most accurately describes the problem?

LANCASHIRE County Council, in conjunction with British Rail and local bus operators, has extended its go-anywhere bus ticket scheme to trains.

For £12.50 a week per adult and £6.25 per child, one can travel anywhere in Lancashire on any train or any colour bus. There is also a special family scheme which allows families to tour Lancashire for £25 per week.

To launch the scheme, a competition with over £3,500 worth of prizes is being staged.
