The Tory party policy statement reported in CM last week that "transport should be paid for by the user" deserves a closer examination than Norman Fowler accorded it in his speech.
It may be that a more constructive transport policy would arise if politicians from both parties looked at the question of efficiency rather than itemising individual costs. The rise in the cost of fuel is now further escalated by the fall in the pound. The question that needs answering is:"How can we continue to move around the people and the goods that want to move around for the least amount of fuel?"
By minimising the amount of fuel we automatically minimise the total transport cost to the country. The most sensible way to achieve this can only be mass transport for both people and goods. And how do we get people to make use of mass transport? Easy, subsidise it.
Unsubsidised transport worked well in the good old days of cheap fuel but now times have changed and our policies will have to change as well.
