Which of the following most accurately describes the problem?

• Brussels bureaucrats have been told not to report back to the EC Council of Ministers until they have come up with a compromise on drawbar lengths which all 12 countries are happy with.

This follows the failure of the council to agree on new lengths for the vehicles at its

meeting in Luxembourg last week (CM 1-7 November). Although the commission proposed an overall length of 18.3m, several countries were unhappy with rules which would have effectively limited bed length to 15.3m.

The CounCil of Ministers is due to meet again next year.
