Which of the following most accurately describes the problem?

increase the use of railway services. This was the main finding of a report published last week by the Department of the Environment on the Formby bus demonstration project. The project involved the running of a carefully planned. operated and marketed bus feeder service between Formby railway service station in the morning and evening peaks. The service is operated by Ribble on behalf of the Merseyside PTE.

Despite two intensive marketing campaigns to launch the service, the re port shows that fewer car commuters than expected changed to the bus-rail service (only 13 per cent of passengers carried). But new residents were attracted to it (17 per cent).

Another conclusion of the report vindicates market research which showed that a housing estate near to the station would, in fact, generate sufficient custom for a bus service.

In the event, the actual number of passengers carried has risen steadily and the forecast level of passengers was surpassed in the second year of operation.
