A Regulation 127 of the Motor Vehicles (Construction and Use) Regulations 1973 governs trailers which may be drawn by public service vehicles.
In general, it states that no trailer should be drawn by a psv but this does not apply: (1) to the drawing of one empty psv by another empty psv in the case of emergency; (2) to the drawing of a gas trailer; (3) to the drawing of a trailer if: (a) the psv is being used under, or for the purpose of providing a road service under, a road service licence a condition of which is that trailers may be drawn or on a London bus service within the meaning of the Transport (London) Act 1969 and; (b) a certifying officer has approved the drawing of the trailer by the psv and the means of attachment,
