Which of the following most accurately describes the problem?

from our political correspondent • Next Thursday has been fixed for the opening of talks between the Government and the unions on the controversial tachograph.

Mr. Marsh, Transport Minister, will be meeting representatives of the TGWU and the two other unions involved in an attempt to damp down the growing opposition. among some heavy road transport drivers to the introduction of the so-called "spy in the cab" device provided for under the Transport Act.

The protests against the proposal to install tachographs in all commercial vehicles over 30cwt unladen weight and buses have brought repeated assurances from Mr. Marsh that no final decision will be taken until there has been full consultation with the unions and employers.

But a vocal minority of drivers have declared themselves utterly opposed to the innovation, no matter what the safeguards.
