Which of the following most accurately describes the problem?

• When Mr. Ray Gunter, MP, opened a new £500,000 factory of Alexander Duckham and Co. Ltd. in Aldridge, Staffs, last week, he said that the opening was of special importance because of the good background of industrial relations. For the first time the Transport and General Workers Union had signed a procedural agreement that was "exactly along the lines" recommended by the Royal Commission.

The factory covers an area of 56,000 sq. ft. and special equipment includes high-speed machinery for filling pint and quart cans. A technical spokesman of the company reported that there had been an increasing demand for Fleetol, a multigrade oil intended for the use of operators of mixed commercial vehicle fleets. Fleetol is suitable for all types of diesel engine, excluding turbocharged units, in addition to petrol engines.
