Which of the following most accurately describes the problem?

• London may everftually have a general speed limit of 60 kph, if the MoT accepts a GLC planning and transportation committee suggestion. This proposal, which would come in when metrication measurements are introduced, arises from the committee consideration of the Ministry pamphlet, How Fast? The speed is equivalent to 371 mph—but until metrication the committee suggests the round figure of 35 mph.

The committee also believes that speed limit increases above that figure should be of 10 and multiples of 10.

Other suggestions: motorway limits up to 80 mph (apart from local restrictions for tunnels etc); two-way roads down to 60 or 55 between lighting-up times and midnight.
