• in providing training facilities 'within the industry the Road Haulage Association aims to ensure that the training is pertinent and, not merely training for training's sake, said Mr. Noel Wynn (Robert Wynn and Sons Ltd., Newport, Mon,), RHA chairman, in opening the senior management course sponsored by the Association this week at Ashridge College. Mr. Wynn.was speaking at the first session on Monday.
The Transport Act 1968, with the emphasis in the licensing provisions on quality rather than need, will add impetus to training, particularly at senior management level, said Mr.
Wynn. ,
Finance and costing, which were among the many subjects dealt with .within the course, have been neglected in the industry, said Mr. Wynn.
It is all very well to say that we are by and large a collection of small units and that matters of finance and costing are things which can be left to the accountants to deal with once a year. I believe that there remains a great future in this industry for the small unit but only if the proprietor is prepared to accept change which includes many of the modern
management techniques of finance and costing associated with big business.
Another relevant subject covered by the course was industrial relations.
"Possibly because of the Wages Council and the feet that our labour is largely not union-minded, we have not had the labour troubles associated with other sections of the road transport industry—particularly the manufacturers of vehicles. Nevertheless it is self-evident from recent disputes in the Midlands and elsewhere that the halcyon days through which we have lived are numbered. It behoves us to think deeply on the problem of relations with the workers in the industry before events take charge and we lose control.'' Mr. Wynn continued: "I believe that at the root of many labour troubles lies bad management which only reacts to situations after they have arisen. It seems to me iMpossible for negotiations with labour in our industry to be conducted at national or even area level—it has to be plant bargaining. It may well be, therefore, that all of us in our small businesses must be our own labour relations officer—capable of creating conditions where labour troubtrwill be non-existent."
Three more courses have been arranged at Ashridge in 1969. The next course from March 17-21 is already over-subscribed. An extra course for 20 students has been arranged from June 23 to 27 and a further course will be held from November 17 to 21.
All places on the first course to be held at Strathclyde University from May 5 to 9 1969 have been taken, There are plans for two more courses at Strathclyde during the year.
The second part of the residential Transport Managers' Conference being held by the Luton. Watford and district sub-area of the RHA at Pendley Manor, Tring, will take place from November 18 to 21.
