Which of the following most accurately describes the problem?

PAA GRANT of an A licence for eight vehicles in place of two Contract A licences for two vehicles each and a B licence for four vehicles, was made to Mr. R. A. Withey, of Birmingham, by the West Midland deputy Licensing Authority last week.

After negotiating with objectors British Railways and B.R.S., Mr. Withey withdrew his request for a licence for two additional vehicles, undertook not to apply for Contract A licence-s in connection with the two firms with whom he

had current contracts, and not to apply for additional vehicles before July 25 next year. Two other objectors, George Read (Transport) Ltd., and Richard Read (Transport) Ltd„ had already withdrawn on Mr. Withey's undertaking that he would not carry steel from South Wales.

The licence was granted for the carriage of a variety of goods, including galvanired tanks, ventilation, refrigeration and central heating equipment and materials, steel, Forgings and castings and pre-packed Fuel within 150 miles.
