Which of the following most accurately describes the problem?

ENTON AND BRAY, coal merchants J--.■ and hauliers, of Longford, Coventry, were granted a B licence for 20 vehicles in place of two Contract A licences and a C licence by the West Midland deputy Licensing Authority last week. Objections by British Railways and George Read (Transport) Ltd. had been withdrawn by the time the case was heard.

A 120-mile restriction was placed on 11 tippers and two platform vehicles, and a 30-mile restriction on six platform vehicles and a van. The applicants also undertook not to apply for Contract A Itecrices in respect of Wilson, Carter and Pearson Ltd. and the West Midland Gas Board.

Mr. A. Bray, partner in the applicant firm, explained that his present licences had resulted in him running three separate fleets of vehicles, and it would be more economic to run them as one entity. The number of vehicles required by Wilson. Carter and Pearson and the Gas Board fluctuated, he said, which often resulted in vehicles standing idle.
