Which of the following most accurately describes the problem?

THE Chancellor of the Exchequer, in his recent broadcast, said that he was making the first announcement of a new five-year plan for roadconstruction and improvement, which would involve an expenditure of not less than £100,000,000, but the rabbit which he thus conjured from the hat was not so new as he appeared to wish us to believe, for the proposals concerning it were published months ago. The sum referred to may, at first, convey the impression that it is formidable, but it represents only £20,000,000 a year, which is almost insignificant when compared with the huge amount paid annually by owners of motor vehicles for their use of the highway. So little has been expended on the roads for several years past that much of the money will necessarily have to be spent in making improvements which should have been carried out long ago. We must, presumably, be thankful for small mercies, and even the programme outlined is an indication that our rulers are taking a more reasonable view of the increasing value of road transport and its probable expansion, for it would be of little use to go even thus far if it be their intention still further to restrict the motor industry.
