Which of the following most accurately describes the problem?

M The international Road Transport Union (IRUi is calling for the introduction of low-sulphur diesel throughout the EU.

EU vehicle standards legislation requires that from September 2005 all new trucks must meet the Euro-4 emission standard and, from 2008, Euro-5. But the IRU believes that the legal timetable for introducing new fuel lags behind that for the new motors.

Jens Hugel, 11W head of economic and environmental affairs, says: if adequate supplies of low-sulphur diesel are not available, transport operators will not buy these expensive new vehicles before they are obliged to,"

The new engines will require diesel fuel with a maximum sulphur content of 10 parts per million fppm), whereas most diesel fuel today has up to 50ppm. However, the EU requires 10ppm diesel to be universally available from 2009 only, while limited supplies must be on the market by 2005.

The 111U is also calling for monetary incentives to stimulate use of both cleaner vehicles and fuel.

It says: The fiscal incentives for low-sulphur diesel fuel proposed by the European Parliament should be matched by reduced taxes and charges on the new generation of vehicles to speed up the introduction of cleaner technologies."
