The 1996 National Road Maintenance Condition Survey reveals that the situation is most serious on the country's urban road network-1996 saw the worst-ever results for urban principal roads.
BR!'" director Richard Diment says: "With maintenance budgets slashed even further since this data was collected, the BRF fear today's survey represents only the tip of the iceberg."
