Which of the following most accurately describes the problem?

• Operator associations representing company and municipal bus undertakings on Wednesday met the Society of Motor Manufacturers and Traders to put forward proposals for an intermediate-height double-decker to be added to the list of standard buses which qualify for MoT grant.

This design, falling between the normal-height and low-bridge types at present qualifying for the 25 per cent grant, is closely akin to the standard which the MPTA in particular sought—unsuccessfully—during the original standard-bus discussions in 1968. This time a considerable amount of evidence of demand has been assembled to support the proposal.

In accordance with the MoT's recommended procedure, the proposal is being put first to the SMMT before any formal request is made to the Ministry.
