Which of the following most accurately describes the problem?

,UROPEAN money should be used to evelop roads to Britain's ports, rather an the Channel Tunnel. So said the ritish Road Federation when it met the louse of Commons Select Committee on 'ransport last week.

It told the Committee that a tunnel Tould divert money away from other .ansport projects which would attract le proposed European infrastructure nance.

In BRF's view it is better to provide loney to improve port access, as this rould serve a wider area of Britain and urope and would handle greater plumes of goods.

It is opposed in particular to British ail's plans for a single-bore rail-only innel, and says that greater benefit 'ould accrue from a road tunnel. But the tunnel is "a misplaced conception in view of scarce funds".

BRF favours the EEC's plans for a transport infrastructure, and it told the Committee that it felt that this could help Britain.

Conservative MP Peter Pry suggested that there was a risk of the fund being used to support well-off EEC members rather than peripheral nations like Britain, and said that infrastructure finance might be poured into Europoort at Rotterdam in order to clear bottlenecks.

But BRF's Tony de Boer said that if gaps in the European transport network, such as the East Anglia-West Midlands motorway, were compared with Europoort bottlenecks, the road would be in more urgent need of community funds.
