Which of the following most accurately describes the problem?

• The only result of the abnormal load: charges proposed in the Transport Bill woulc be to put companies out of business and leac to lost exports or a switch to imports. Tha is the view which the Confederation of Britisl Industry has reached after examining th( proposals. The CBI says the Governmen view, that the charge will switch traffic fron road to other means of transport, simply doe not stand up to examination.

Meanwhile, the Tayside Consultative Grou has decided to ask the Minister of Transpor to reconsider the abnormal-load taxes becaus of the damage they might cause to heav industry in the area.
