Which of the following most accurately describes the problem?

Security Committee of the Road Haulage Association, was called out on 341 occasions between July, 1962, and February, 1963.

This was reported at the meeting of group control officers in London on Monday by Mr. J. T. Brown, chairman of the committee. Representatives of Metropolitan Police divisions and Scotland Yard were present.

During the period from July to September, 1962, the Corps was in the process of building up, so that the figures for these three months are comparatively small. It is almost immediately apparent, however, that the number of thefts reported north of. the Thames has been consistently twice the number south of the Thames.

One explanation of this ma be that the strength of the Observer Corps is greater in South London. It is likely that the thieves would quickly become aware of this and tend to transfer their activities to the north where active steps are now being taken to build up the strength of the Corps so that adequate coverage can be given for the whole of the Metropolitan Police area.

It will be seen from the statistics that thefts reported south of the Thames reached a peak of 29 in November, 1962, whereas the number north of the Thames has increased throughout the period to 57 in February, 1963.
