TELE annual report of the Commercial Motor Users Association, 50, Pall Mall, London, $.W.1, has just been published. It refers to the unanimous election in April of Major-General S. S. Long, C.D., as president of the association, and of Alderman Frank H. Wort, J.P., as president-elect. It also pays tribute to the service rendered by Mr. C. le M. Gosselin as president for 1930.

As regards work accomplished, the Road Traffic Act and Regulations first receive attention, and matters raised by the association's deputation when it was received by the Minister of Transport are enumerated.

In connection with legislative work, it is reported that all private Bills have been examined, whilst as regards legal matters, the association's solicitors have dealt with numerous cases on behalf of its members. The association was represented at the inquiries into applications by local authorities under section 46 of the Road Traffic Act to restrict the use of goods and passenger vehicles on certain routes.

The Order varying the provisions of section 19 of the Act, as regards drivers' hours, obtained partly as a result of the association's efforts, is referred to. Details are given of representations made to the Ministry for additional axleweights to be permitted in respect of four-wheeled steam wagons and the new Regulations resulting therefrom, also the placing on the Statute Book of the Road Traffic (Amend

ment) Act, 1931, repealing section 61 (3) of the 1930 Act, so that lorries and vans may carry passengers without being licensed as public service vehicles, provided no fares are charged.

Other matters referred to in the reFort include the publication of Mr. F. G. Bristow's book. entitled "The Law of Motor Vehicles," the work of the Departmental Committee on Traffic Signs, representations in respect of third-party insurance, the important Problem as to the use of Hull Docks by road-transport vehicles, the National Council's conclusions on the Final Report of the lloy-al Commission, and the administration of Part IV of the Act.
