Which of the following most accurately describes the problem?

• Labour Euro MPs want the EC to deal with speeding lorries by making them show three bright lights if they are driven above 641cm/h (40mph).

The MEPs launched a campaign in Brussels last week for the EC to copy a Japanese scheme, whereby trucks weighing more than five tonnes must be fitted with three lights over the cab. One light comes on at 401cm/h, a second at 64Icrn/h, and the third at anything over 64tun/h. "This is one Japanese import we ought to welcome," said Ken Collins of the EC socialist group.

"This acts as a psychological barrier to speeding. It is simple and inexpensive. Drivers won't thunder down the road with three lights blazing away to tell the world they are breaking the law."

A Japanese Embassy spokesman said in Brussels: "This safety regulation has been very successful."
