Peter Coe, trad ing as Coe-Crete Mini Mix of Sheffield, two additional vehicles, North Eastern Deputy Licensing Authority Brian Horner said that declining maintenance standards will not be tolerated.

Coe had applied to add nine vehicles to his six-vehicle licence, but amended his application to two vehicles at the start of a Leeds public inquiry.

Vehicle examiner Ronald Uttley said he had examined four vehicles in January, imposing a delayed prohibition on one. He was told inspections were carried out every four weeks, but those records which were available showed that inspection periods had been as long as 13 weeks in some cases. He did not consid er the facilities and staff were adequate even for the existing number of vehicles.

Uttley agreed, however, that the records system since introduced was a reasonable one.

Coe said he had been in business for five years and had a turnover of £1 million. The freelance fitter who had worked for him two days a week was now employed full time — the vehicle given the delayed prohibition was parked up, being prepared for annual test.

For Coe, it was said that the paperwork had been neglected as the business was being built up. Taking no action, and granting the additional vehicles, Horner said great importance was attached to a high standard of maintenance. Coe had had a strong jolt and it was pleasing to see that he had taken strong and swift action.
