OWNERS of between 24 million and three million motor vehicles which are seven or more years old will have to produce valid test certificates before they can get their licences issued or renewed on or after July 15 this year. The Minister of Transport has made a regulation, coming into operation on that date, under which licences for vehicles subject to annual test will not be issued or renewed unless a test certificate issued -within the preceding 12 months is either produced or sent with the licence application.
