A TRAFFIC COMMISSIONER (TC) has granted a Cornwall plant hire firm an 0-licence, despite a police objection that the company might be a front for its jailed founder.

In a written decision following a public inquiry (PI) held in April, Western TC Sarah Bell gaveTruro-basedJFL Harvey, with Beverley Harvey as director, authorisation for two vehicles.

Devon and Cornwall Police raised concerns about the application at the PI, saying the business had essentially been built up by Harvey's father, Jack Harvey, who has spent time in custody during the past year in connection with arson charges.

The TC had revoked a previous 0-licence for JFL Harvey with Jack Harvey as a director— in March this year.

However. Bell said Beverley Harvey had assured her she had a strong enough personality to "stand up to her father" and that he would not be involved in the new business.

Bell added: "Ms Harvey is the sole director and therefore the success or otherwise of the application falls on her shoulders.

"I found Ms Harvey to be a compelling and credible witness."

The TC said that Ms Harvey's knowledge, and the steps she had taken towards compliance, demonstrated a "more responsible approach" than many of the restricted licence holders who appeared before her.

"The centre of this case is whether N Harvey is fronting this application fi her father," Bell added. "I am satisfi( that she was acutely aware of this ar fully understood the implications."

The licence was granted on conditit that Harvey attend an 0-licensir seminar and that the firm undertake systems audit and vehicle inspection.

Bell said she was grateful to the poli( for the objection and added: "As a resu of the objection. there has been a ft: airing of issues and concerns."
