Which of the following most accurately describes the problem?

Commissioners in 2008/09 just 4,824 new 0-licences were issued in that period. The year before the TCs issued 5,621. The year before that it was 7,007; you can guess the rest.

Furthermore, there is no way of knowing (and CM has tried by way of the Freedom of Information Act) exactly how many of these applications are new 0-licences required by existing businesses and how many are new starters.

But any industry worth its salt is only as good as the new businesses it attracts.

Just think, the likes of Stobart, Prestons of Potto and Stan Robinson had to go through that tricky first year and the hope is maybe, just maybe, one of those 4,824 who applied for a new 0-licence in 2008/09 will go on to follow in their footsteps and succeed on an national level as these businesses have.
