Which of the following most accurately describes the problem?

WITH REFERENCE TO the article in the 17 June edition entitled -UK is worst in EU for drivers' hours". VOSA would like to clarify its position and make the following points: The UK meets its target to check 1% of drivers' days driven and does not want to put a greater burden on industry than is necessary to ensure compliance.

The "quality" measure quoted is far from that in practice. It is an index of the number of offences detected per 1,000 charts inspected and bears no relation to the quality of the check conducted.

Unlike other member states, VOSA only records offences which are considered serious enough to be referred for further investigation. Minor contraventions, for example driving just a few minutes over 41/2 hours, and which are not indicative of a more deep-seated problem, are generally dealt with by way of advice. They are not recorded nor reported to the Commission.

We are content with our approach to enforcement. VOSA targets at-risk operators and takes prosecution action only against those offences which have a clear road-safety implication.
