Which of the following most accurately describes the problem?

THE conditions of existing B licences held by J. Bevans (Transport) Ltd., Stoke-on-Trent, meant that empty vehicles had to be sent out to bring back loads and vice versa, when a vehicle which was appropriately licensed could carry both loads.

This was said by the firm's managing director, Mr. J. Bevans, when if sought to add four vehicles to an existing threevehicle A licence, before the West Midland Licensing Authority at Hanley last week. If the application were granted two B licences specifying three vehicles would be surrendered. The hearing was adjourned for the production of certified figures of the company's earnings. British Railways objected.
