Which of the following most accurately describes the problem?

THERE were no objectors at Leeds last week when W. Carr and Sons (Haulage) Ltd., of Morley. Leeds, successfully applied for 10 tippers to be transferred from Contract A to their existing B licence, giving 20 tippers in all.

Mr. P. Kenny, for the company, said that this was an example of a well-run haulage undertaking asking for 10 further B vehicles which had for a long time operated exclusively for the North Eastern Gas Board. The 10 vehicles already on B licence were also authorized for Gas Board use.

Secretary of the company, Mr. Donald Hinchcliffe, said that the contract vehicles already had heavy earnings of about £44,000 a year on the Gas Board work, while existing tippers on B licences also worked for this customer. Until recently the B licensed vehicles were authorized to carry stone, sand and gravel from nonrail-connected quarries. Now that condition had been released, the tipper operation seldom competing with rail facilities. However, this put heavier demands on the B fleet. Both B and Contract A tippers were very heavily employed at the moment, but even greater productivity could be achieved with new conditions for the 20 vehicles.

Mr. M. Gosney, the Yorkshire deputy Licensing Authority, also granted an application by John O'Dea Ltd. of Leeds, to switch six Shawnee Poole dump trucks from C to B licence, for work for the company and other outside sub-contractors to take excavated and demolition materials from sites to tips within 35 miles of Leeds. Again, there were no objectors.
