Which of the following most accurately describes the problem?

AT Plymouth on Monday, Mr. Frank Donlon, president of the National Union of Railwaymen, unequivocally supported the idea of a single union for transport workers. Railways could not remain independent in an integrated system, he said.

In a debate on transport integration on Tuesday, Mr. Sydney Greene, NUR general secretary, warned delegates that the Government's transport policy would not be based on NUR or TGWU views. The conference passed unanimously a resolution calling for the nationalization of long-distance road haulage, closer control of C licences, and further modernization of the railways, with integration of local, district and national rail and bus services supported where appropriate with subsidies for socially necessary services.
