Which of the following most accurately describes the problem?

CERTAIN level crossings are to be \-"equipped with' the Continental type of short barrier, which will cover only half the width of the road, and be worked automatically by approaching trains. The barriers will be timed to fall just before a train reaches the crossing. Red flashing signals and gongs will be provided, and they will operate before the barriers begin to fall. Failure to obey the signals will be an offence.

Other changes to the Traffic Signs (Amendment) Regulations, announced last week, include two new police signs for stopping or slowing traffic and amendments to " Halt " • and " Slow " signs.. The neW police signs will have reflectors and it is prescribed that " Halt " signs should be accompanied by painted road signs.

The new regulations require that ..". Slow major road ahead " signs be illuminated by direct lighting or reflectors. Two years' grace has been allowed for carrying out this requirement.
