Which of the following most accurately describes the problem?

REGULATIONS for vehicle testing and others specifying exact standards for brakes have been signed and will be laid before, Parliament soon.

This was revealed by Lord Chesham, Parliamentary Secretary to the Ministry of Transport, in the House of Lords on Tuesday, when the Road Traffie and Roads Improvement Bill was considered in committee.

He said that a difficulty concerning braking regulations was that they might be regarded as rules concerning vehicle construction. This would mean that, under the Road Traffic Act, 1960, they would not apply for the next five years, which would be nonsense. The Government, therefore, thought it right to put the point beyond doubt.

Lord Chesham accepted an amendment by Lord Lucas of Chilworth to give local authorities wider powers to ban loading and unloading. Lord Lucas said that local authorities' existing power to ban loading and unloading for only, six hours ,a day had proved ineffective.

Only a ban from morning to evening would do. A six-hour ban aggravated congestion by building up peaks at other hours of the day.

KINGSTON HAULAGE DECISION

FOLLOWING the withdrawal of the application by Bramley's Haulage, Ltd., Hull, for two articulated outfits on A licence (The Commercial Motor, July 1), Maj. F. S. Eastwood, Yorkshire Licensing Aurhority, has announced his decision in the application by Kingston Haulage Co., Ltd., Hull (The Commercial Motor, April 15).

The application, to add an articulated outfit, totalling 5 tons unladen to an A licence, in substitution for one rigid vehicle of 3 tons, has been granted. The application for two additional articulated units was refused.

EXPORT ORDERS FOR MARSHALL

QRDERS for 42 Marshall-Mulliner metal-framed single-deck bus bodies have been received by Marshall Motor Bodies, Ltd., Cambridge. Some 38 of the vehicles, which will be based on chassis of A.E.C., Guy, Albion, Bedford, Morris, Austin, Thames and Commer manufacture, will be exported.

Of the remaining four vehicles two will be delivered to the Hertfordshire County Council, and two to the Atomic Energy Research Establishment, Harwell. The largest order for export is for 20 63-seat double-entrance vehicles on Guy Victory chassis.

APPOINTED TO BOARDS

THE appointment of Mr. K. L. Paynter to the boards of Continental Ferry Trailers, Ltd., and their associated company, I. Leftley, Ltd., was announced this week. Mr. Paynter has been acting manager of the former company for three years.
