Which of the following most accurately describes the problem?

I N a reserved decision issued on Monday, the North Western Traffic Commissioners granted variation applications lodged by Blackpool excursion and tour operators for catchment-area linking in north, central and southern zones of the town. The hearing was at Blackpool on March 9.

Mr. F. Williamson, chairman, explained at the hearing that he was a little anxious about the possible effect of the extensive linking of catchment areas on licences in the central zone of Blackpool. In granting catchment-area linking for that particular zone, the Commissioners considered whether they should limit the grant to the 1960 season or the 1960-61 season.

Except in one or two instances they decided against attaching such a limited condition. They observed that it would put an Obligation on the licence holders to apply for removal of the condition, if they so desired, at a later date. The Commissioners stated that they regarded the grant of this part of the application as experimental.
