Which of the following most accurately describes the problem?

THE ORWELL BRIDGE and Ipswich southern bypass were opened before Christmas by Transport Secretary David Howell, who announced that a decision on the western bypass would be made "very soon".

Mr Howell said that the eastern bypass should be complete in 1984, the Copdock-Washbrook bypass on the Al2 should be ready by 1985, and that a preferred route for the Martiesham bypass, north-east of Ipswich, would be announced soon. He said the announcement on the western bypass would be followed by a public inquiry.

He added: "The opening of the southern bypass will bring immediate benefits to traffic on the Al2 from London and southeast to the ports of Ipswich and Felixstowe.

"That will leave only one bottleneck on an otherwise high standard road, at Chelmsford, where a public inquiry into our proposals from a southern bypass finished a few weeks ago."
