It is immaterial whether a rope or rigid drawbar is used on the tow when considering whether the driver should be licensed.

The Motor Vehicles (Construction and Use) Regulations 1969 make several concessions where broken-down vehicles are being towed. For example, Regulation 60 states that the maximum length for a trailer is seven or 12 metres depending on axle spread, but there is a special exemption to this length restriction for "any broken-down vehicle which is being drawn by a motor vehicle in consequence of the breakdown". There are also exemptions to the requirements for springs, direction indicators, brakes, wings, trailer plate and the minimum diameter of wheels for a broken-down vehicle being towed.

There are also important exemptions for "ambulances" or "towing implements" as they are called in the Regulations. Provided they are not used during the hours of darkness or towed at a speed exceeding 20 mph practically all the requirements concerning their construction contained in the C and U Regulations can be ignored.
