Which of the following most accurately describes the problem?

'THREE leading members of the North Western Area of A.R.Q.—Mr. H. Allan, of McNamara and Co. (1921), Ltd. (the first chairman of the area), Mr. P. Stevenson (deputy chairman), and Mr. R. B. Stockdale (representative of the area on the National Council)—stated the reasons for their resignations at a special meeting of members at Liverpool on Monday.

Mr. T. F. Hargreaves (who presided) expressed disappointment at these cessations. He foresaw A.R.O. " more or less finishing up in Liverpool." Everything would depend on how matters turned in the next few weeks.

Mr. Stockdale Dissatisfied.

Mr. Stockdale said that he had been concerned and dissatisfied with the manner in which the council had handled the affairs of the Association, and he had been steadily led to the conviction that it was following a path which would lead to serious difficulties and from which the council might not be aye to extricate itself. Nothing he could do or say had any effect in retarding what he regarded as that "perilous progress."

In the circumstances, he felt that the only course open to him was to show his disapproval in a practical manner by withdrawing from the Association, in which he had lost confidence.

While he regretted turning his back on an organization which had meant so much to him, he realised that the work which he and others had done had not been wasted, as another association, purely as the result of these efforts, had been strengthened and remodelled, and had taken on renewed life.

In the negotiations for unity, the C.M.U.A. had played an honourable part and he intended becoming a member of this E148

organization. No inducement had been held out to him to join and he had not received any offer of office or anything else.

Mr. P. Stevenson stated that he did not intend to join the C.M.U.A. until he had an assurance that there was harmony between the different sections—haulage contractors, ancillary users and passengertransport operators.

Major the Hon. Eric Long, who left a sick bed and hurried from the west of England to attend the meeting, made a vigorous speech in defence of A.R.O. and spoke of the value of its political work. Alluding to the merger negotiations, he said : "What is the use of an umbrella, when, if there be a heavy downpour, the rain will come through? ".

Nominees Would Not Serve.

Nominations were invited for a representative to serve on the National Council. Two names were put forward, but the nominees declined to serve. It was agreed to refer the matter to the committee.

These resignations are but three of a number. As reported elsewhere in this issue, the hauliers' sectional board of the Rast Midland Area of A.R.O. has, resigned en bloc, along with the honorary secretary, Mr. E. 0. Gray, whilst, on Wednesday afternoon, the national passenger board decided to withdraw from the Association. Other resignations of prominent personalities in A.R.O. were announced last week.

On Wednesday evening the management committee of the Association, comprising an equal number of opponents and protagonists of the merger with the C.M.U.A., issued a reply to the action of-those National Council members who have left the Association and joined the C.M.U.A. The committee states that it has the support of the areas.
