Which of the following most accurately describes the problem?

• Clive's Transport, of Llanwarne, Hereford, has succeeded in getting West Midlands Licensing Authority John Mervyn Pugh to renew its Operator's Licence for five years, despite not having a planned vehicle maintenance system.

The firm, run by Donald and Geoffrey Llewllyn, gave certain undertakings at a public inquiry in May 1988. The company had also promised to institute drivers' defect books, but the cost of maintenance had been crippling and the fleet had been reduced to one vehicle. The remaining driver was virtually illiterate, and so the company had not bothered with defects books until a second vehicle went on the road in August.

Donald Llewellyn said his vehicles were as good as anyone's; his son was always tinkering with them. He said they had been stopped in numerous checks and had never been taken off the road.

Mervyn Pugh said it was remarkable that the vehicles were in such good condition. But he stressed the firm must have a planned system of maintenance. The illiterate driver should put "X" in the book if there was a defect.

Renewing the licence, Mervyn Pugh said it was very much to Llewellyn's credit that, despite the paperwork and the employment of a driver who could not read and write, the vehicles were so sound.
