Which of the following most accurately describes the problem?

• North Eastern Licensing Authority Frederick Whalley has given Michael North, trading as Straight From The Farm, East Halton, Grimsby, an opportunity to consider the impact of a restrictive condition on his business.

Local residents, who made environmental representations against the renewal of North's twovehicle licence, failed to attend the Hull public inquiry. The LA refused a last minute request by the residents for an adjournment but said he would take their letters into account.

Indicating that he would renew the licence, subject to the production of a fresh maintenance contract, Whalley said he proposed imposing a condition that no authorised vehicle should leave the operating centre earlier than 06:30hrs and, except in an emergency, should not return later than 22:00hrs Monday to Friday; 20:00hrs on Saturdays and 14:00hrs on Sundays.

North promised that his vehicles would come and go from the operating centre directly without calling at his home, and they would be parked as far away as possible from the centre's entrance.

Rugby foul

• West Midland Licensing Authority John Mervyn Pugh has criticised Rugby Borough Council for fang to indicate under which section of the Act it was opposing a bid for a new licence by Dennis Whitmore, of Brinklow, near Rugby. But the LA still refused Whitmore's application, because of a lack of planning permission.
