Which of the following most accurately describes the problem?

• Swedish distribution group Scansped has joined forces with Polish state-owned transport company PSK to become the first private distribution firm to break Poland's nationalised transport monopoly.

Scansped and PSK have formed Scanspol as an international transport and forwarding firm. The new venture will be based in Warsaw, but will also have an office on the Swedish coast at Ystad.

The service from Scandinavia and Poland will start next week; by the autumn Scanspol hopes to expand its operations taking in the Continent and Britain.

Polish mechanics will be trained in Sweden to allow the venture to open a service centre in Poznan, between Warsaw and Berlin. Other depots will be set up in Krakow and Swinoujscie in Poland.

A fleet of 10 Volvo trucks and 20 trailers have been bought by Scanspol to operate the new services. Professor Waldemar Grywacz of the Polish parliament has joined the transport venture's board, which is chaired by Jerzy Tarkowski from Chalmers University of Technology in Gothenburg, Sweden.
