Which of the following most accurately describes the problem?

A licence switch was granted at Liverpool on Wednesday by the North Western deputy Licensing Authority, Mr. A. H. Jolliffe.

P. Jeory and Son Ltd. had the 24 units on contract hire to the Garston Bottle Co. Ltd., and for some years had been carrying glass containers. At one time, customers returned empty containers to Garston hut now this trend was changing and there were fewer return loads. If the vehicles were on open A licences JeoQy could carry small extra loads for other customers, The • user sought was for glass containers as required, except from St. Helens.

Mr. L. J. Foster, accountant of P. jeory and Son, said that in January, 1962, there had been a rates increase but as there was a lack of return loads Garston had suggested an open A licence.

In submission, Mr. Beames, objecting for British Railways, pointed out that the application was very weak because no evidence had been produced of inconvenience suffered by the customers. No details bad been given of the return loads, and he considered that the normal user should include wine and chemicals.
