Which of the following most accurately describes the problem?

THE South-Eastern Traffic Commissioners have modified the ticket restrictions imposed on the United Service Transport Co., Ltd.. Valiant Direct Coaches, Ltd., Birch Brothers, Ltd., Surrey Motors. Ltd., and George Ewer and Co., Ltd., in respect of services from London to Hastings, Bognor, Eastbourne, Bournemouth, Southsea, Brighton and Worthing. Hitherto the companies have been prohibited from issuing single, day-return and period-return tickets from the coast.

The Commissioners state that, as regards 15 of the 21 applications in question, appeals have recently been made against the conditions, and on some applications there have, during the past four years. been repeated appeals against these or similar conditions. In every case the appeal has been dismissed.

In the present cases the operators requested that either the conditions should be entirely removed, or should be modified at least to permit the issue of single tickets from the coast to London. The Commissioners have found no changes in circumstances that would, in themselves, justify a reversal of previous decisions.

The Commissioners have, however, reviewed the wording of the conditions, with a view to ascertaining whether these could not, without weakening their general effect, be modified to meet certain hardships, or at least considerable inconvenience, caused in isolated cases.

It has been decided, in the case of the companies referred to, that a return ticket shall be used only for an outward journey from the Metropolis and for a return journey to it. Single tickets may be provided for passengers from the coast, so long as the tickets are issued by post from the head office in London, after payment has been received, and are not issued through an agent. The tickets must, before issue, be marked with the date of use.

The Commissioners have made this modification only to meet cases of special hardship or inconvenience.
