Which of the following most accurately describes the problem?

• A freight consolidation centre servicing retailers in central York using a fleet of electric vehicles could be on the cards after the council commissioned a study into the plan. Councillors are concerned about the number of HGVs delivering to shops in historic, narrow streets.

• Rental company Alltruck says it will open the first of two new authorised testing facility lanes at its Leicester site, built at a cost of £300,000, five days a week. The first lane goes live in January, the second lane will be opened later in the year.

Finance director Debbie Halliday says with the proposed closure of the existing test centre at Ellistown, Leicester, the benefits of opening the lanes will protect Alltruck’s fleet and costs.

• Transport minister Mike Penning has agreed to look into claims that second-hand HGV wheels entering the market are not fit for purpose and could cause an accident. In a second Westminster debate on the subject last week (29 November), Penning said he would look into failure rates if trade associations provide the evidence.

• Night-time deliveries during the London 2012 Games are a viable option, according to Transport for London (TfL), which has been conducting a series of out-of-hours delivery trials across London boroughs with businesses including supermarkets, pubs and hotels. TfL has produced a draft Code of Practice, developed in partnership with the Freight Transport Association and the Noise Abatement Society, that sets out practical tips on making deliveries as quiet as possible.
