Which of the following most accurately describes the problem?

A BUSINESS LEADER is calling for trucks to be banned from the outside lane of the Al 4 during the rush hour in an attempt to cut congestion and improve road safety.

Bob Feltwell, chief executive of Suffolk Chamber of Commerce, claims some trucks occupy the outside lane for up to three miles as the vehicles being overtaken are going only slightly slower.

"For a limited period during the morning and evening we think we would get greater road use for all users," he explains. "I've seen it operate for many years in Belgium and it appears to work very well."

There were 31 serious injury accidents on the A14 between January and September, compared to 13 in the same period last year.

Hauliers in the Suffolk Chamber of Commerce say Fel twell's idea is a non-starter.

Richard Skinner, financial director of Green & Skinner (Haulage) in Ipswich, says: "I feel it would be more dangerous. Everyone would be going along at the speed of the slowest vehicle and that causes frustration among drivers."

A spokeswoman for Belgian road hauliers group FEBETRA says it supports rush-hour overtaking bans on dual carriageways — but only at certain times of the year.
