k NORFOLK OPERATOR has been granted a resh one-vehicle restricted licence after attending an UV.. training seminar on 0-licence compliance. Norwich-based Peter Shreeve had continued to perate his vehicle after his licence expired in August .002 until it was impounded in May this year.

Eastern Traffic Commissioner Geoffrey Simms aid that following the seminar Shreeve had showed a atisfactory understanding of the hours rules and his esponsibilities as a goods vehicle operator.

Shreeve had held a licence for 10 years until it apsed at the end of August 2002 for non-payment of he continuation fee.

Appearing for Shreeve, Doug Sturman told a niblic inquiry in August that his client had believed te still had an 0-licence up to the moment the vehicle vas impounded.

Shreeve had said the truck would be used for one veekly round trip to the West Country including an overnight rest. But he had been unable to tell the TC what the daily and weekly rest requirements were.

Reserving his decision with a suggestion that Shreeve seek a national licence with a qualified transport manager, the TC had said he had to consider fitness in the light of the unauthorised use.

Three months had passed since the vehicle had been impounded and Shreeve appeared suitably contrite. The TC had been satisfied that fitness had been restored but at that stage had not been satisfied that Shreeve was capable of making proper arrangement for ensuring compliance with the drivers' hours rules or for keeping his vehicle fit and serviceable.

Now the IC is satisfied that Shreeve is up to speed with the regulations.
