Which of the following most accurately describes the problem?

• Major gaps in the country's strategic route network have been identified by experts at the Department of Transport A report is due to be presented to Transport Secretary Paul Channon next year recommending urgent action to improve traffic movement in key "corridors" across the country.

These include a link between Southampton and the new Channel Tunnel, another Thames crossing, a route between Oxfordshire and the East coast ports, and improved roads between Birmingham and Manchester.

Up to 60 corridors involving either new roads or major improvements to existing ones have been singled out by experts, as part of the government's review of the road network which was promised by Channon at the Tory Conference in Brighton in October.

Channon will now have to decide where to give priority action — and how to persuade the Treasury once again to increase road spending.
